| Note to QSD/P Candidates who have passed their QSD/P Exams Thursday, June 09, 2011
Important Reminder to REGISTER before the 9/1/11 Deadline!
On behalf of CASQA and the State Water Board, we congratulate you once again for passing your QSD/P exams. As you know, passing your exams is only the second step in a five step process towards completing your QSD/P certification.
The September 1, 2011 deadline is now officially less than 90 days away, and hundreds of individuals are in the midst of completing this process. We applaud your efforts in completing Steps 1 and 2 in advance of the September 1, 2011 deadline, however, CASQA cannot recognize you as a QSD/P until all five steps have been completed.
Currently the estimated turnaround time is 7 to 10 business days from the time all of your materials are received, however, CASQA cannot guarantee this turnaround time after August 1, 2011.
We urge you to avoid possible delays and complete ALL 5 steps as soon as possible.
STEP 1 - Complete a QSD/P Course by a CASQA qualified Trainer of Record
For upcoming dates please click button in the gray sidebar "Upcoming Trainings QSD/ QSP"
STEP 2 - Take the State Water Board QSD and QSP exams and pass each exam with a 70% score (minimum)
CASQA will send you an email notification that you have PASSED or need to RETAKE the exam(s).
NOTE: Exact exam scores will be emailed as part of Step 5, see below.
STEP 3 - Register* with CASQA and submit the Registration Fee ($95 for 2 years**)online
NOTE: Step 3 can only be completed if you have received an email notification directly from CASQA that you have passed the exams.
STEP 4 - Provide current proof (document must show expiration date) of one of the registrations or certifications listed in the Construction General Permit Section VII-B-1, parts a through g (QSD) or Section VII-B-3, parts a - b (QSP)(click here to view list).
You must email a scanned PDF copy to CASQA (info@CASQA.org) after you have received your Registration confirmation.
NOTE: Your documentation must show your current status and expiration date.
STEP 5 - Receive exam scores and electronic QSD/P certificate via email from CASQA.
This takes approximately 7 to 10 business days from the time all of your materials are received.
If you have already submitted your materials (Steps 3 and 4) to CASQA, we are in the process of finalizing your certificate at this time. Please let us know if you have any questions.

Thank you for your interest and efforts in becoming a Qualified SWPPP Developer/Practitioner, and/or Qualified SWPPP Practitioner! And thank you for your patience as we process all of your information and officially register each of you.
In the last month, both the Water Boards (who administer the exams) and CASQA (who processes registrations from exams through certificates) have made some changes to try to expedite the process:
• Water Board – has added additional exam dates and capacity and is looking to add more.
• CASQA – has created and switched to an automated exam scoring system.
To-date, based on Course Records from the Trainers of Record, we have over 4,000 trained individuals listed in our database. Of these trained individuals, approximately 1,313 have taken an exam.
All exams proctored through March 2, 2011, have been scored and entered into our database. All exam takers have been e-mailed their results, with the exception of a few individuals whose e-mail addresses we do not have. We have contacted their ToRs for the information and are awaiting responses.
As communicated in the e-mails to all exam takers, the next steps for individuals passing an exam are to:
1) Submit Registration Fee through the CASQA Store
2) Email your underlying certifications to CASQA
3) CASQA then creates and e-mails certificates along with exam scores
4) CASQA updates the online list of QSDs and QSPs and posts to our website for public viewing
Approximate timeframes are as follows:
• Receive exam results: You can expect to receive exam results via email from CASQA within 6 – 8 weeks from the date of your exam
• Receive certificate: You can expect to receive your certificate and final exam scores via email from CASQA within 7 to 10 business days from the date ALL of your materials (Registration Fee and current proof of underlying certification) are received.

Call for Papers and Presentations just released: Deadline Monday, May 2
The annual CASQA Conference has established itself as the premier event for addressing municipal, industrial, and construction stormwater permit issues. In 2011, the Conference will again offer a full program of training workshops, presentations, and exhibits as well as a unique opportunity to interact with stormwater professionals from across the country and hear from the most influential and experienced leaders in the field.
The Conference will provide opportunities for short and long oral presentations. Short presentations will be 25 minutes in length followed by 5 minutes of questions and answers. Long presentations will be 50 minutes in length followed by 10 minutes of questions and answers.
To be considered for the 2011 CASQA Conference Program, authors and presenters must submit an abstract (400 words maximum) concisely describing the project, program, or study proposed for presentation at the conference.
Abstracts are required to be submitted through CASQA’s abstract submittal web page by the abstract deadline of May 2, 2011.

As you may have heard, the response from stormwater quality professionals in becoming QSD/Ps and QSPs has been overwhelming — much more than we planned for during this grace period for the training requirements in the Construction General Permit. To-date, based on Course Records from the Trainers of Record, we have over 1,300 trained individuals listed in our database, with some outstanding ToR Course Records waiting to be received, which may bring the total number of trained individuals to about 1,400 to-date. Of these trained individuals, approximately 445 have taken an exam. All exams through those proctored before November 29 have been scored and entered into our database. All exam takers have been e-mailed their results, with the exception of a few individuals whose e-mail addresses we do not have. We have contacted their ToRs for the information and are awaiting responses.
As communicated in the e-mails to all exam takers, the next steps for individuals passing an exam are to: 1) register through the CASQA Store, 2) have your underlying certifications received and reviewed, 3) create and e-mail certificates, and 4) post a final list of QSDs and QSPs on our website for public viewing (list of ToRs is already posted). CASQA launches new Construction BMP Handbook / Portal
CASQA has developed a new CASQA Construction BMP Handbook / Portal to complement the new State Construction General Permit that takes effect July 2010.
CASQA is making the new CASQA Construction BMP Handbook / Portal available now for annual subscription to help permittees and other users prepare for when the new permit takes effect in July. Click here for more information about purchasing an annual subscription to the Construction BMP Handbook / Portal.
The format of the new version reflects a switch from a paper-based handbook format to an interactive web portal format. Therefore, CASQA will not be commercially printing and selling the new version of the Construction Handbook / Portal. Instead, CASQA is making the new version available through an annual subscription at a discounted cost to members and full cost to non-members. The subscription will provide the subscriber access to the Handbook / Portal as well as to future information distributed to subscribers. Subscribers are also provided limited pre-permission copyrights that allow for individual, personal, electronic distribution and paper printing of Handbook / Portal PDF files. CASQA plans to make annual updates to the web portal and will provide access to these updates through annual subscription renewals. Subscribers are given access to the online information through use of a unique user name and password. For organizations that have purchased more than one copy of the printed 2003 Construction BMP Handbook, CASQA recommends purchasing a similar number of annual subscriptions to ensure users continuing and unimpeded access to the latest BMP information.
The Stormwater Best Management Practice Handbooks were originally published in 1993, and last updated in 2003. This new update of the Construction Handbook reflects the current state of construction stormwater quality management practices and revised regulatory requirements that take effect in July. Overall, in addition to being written to complement the new permit, the information in the Construction Handbook has been reorganized and updated to reflect the very latest information. Hyperlinks have been provided throughout the Handbook / Portal and in the References and Resources section to direct users to additional information.
Over the next several of years, CASQA will be updating and converting its other three BMP Handbooks (Industrial and Commercial, Municipal, and New Development and Redevelopment) to the web portal format.
Note: The current State Construction General Permit (99-08 DWQ) remains in effect through the current wet season until July 1, 2010, when the new Construction General Permit (2009-0009 DWQ) takes immediate effect. | CASQA Issues New Products on Hydromodification Thursday, May 28, 2009A White Paper and Presentation: Introduction to Hydromodification and a one-page Briefing Sheet: Hydromodification are the latest CASQA products developed to provide guidance and assistance to CASQA members. The Briefing Sheet (click here) is available free to the public, while the 28-page White Paper and 26-slide presentation is available free to CASQA Members only via the "Members Only" section of the CASQA website. A downloadable copy of the White Paper and Presentation is now available for a nominal fee to non-members at the CASQA online store. |
| CASQA Strongly Supports SB 346 Monday, March 30, 2009CASQA strongly supports the passage of SB 346 and is encouraging its members to do so as well. SB 346 (Kehoe) requires that the use of copper in brake pads sold in California be reduced to no more than 5% by weight by 2021, and to no more than 0.5% by 2032. Starting in 2014, the bill also prohibits sale of brake pads containing lead, asbestos, and several other toxic substances. Copper or metals 303(d) listings or TMDLs affect many of the major urbanized watersheds in the state. For more than a year, CASQA has been providing technical assistance to the Brake Pad Partnership – a collaborative effort of brake manufacturers, environmentalists, stormwater quality management agencies, and water pollution regulators – as SB 346 has taken shape. SB 346 creates a workable balance between necessary innovation, manufacturing timelines, and the stringent water quality compliance requirements facing California cities and counties (click here for CASQA letter of support). Therefore, CASQA will not be commercially printing and selling the new version of the Construction Handbook / Portal. Instead, CASQA is making the new version available through an annual subscription at a discounted cost to members and full cost to non-members. The subscription will provide the subscriber access to the Handbook / Portal as well as to future information distributed to subscribers. Subscribers are also provided limited pre-permission copyrights that allow for individual, personal, electronic distribution and paper printing of Handbook / Portal PDF files. CASQA plans to make annual updates to the web portal and will provide access to these updates through annual subscription renewals. Subscribers are given access to the online information through use of a unique user name and password. For organizations that have purchased more than one copy of the printed 2003 Construction BMP Handbook, CASQA recommends purchasing a similar number of annual subscriptions to ensure users continuing and unimpeded access to the latest BMP information.
The Stormwater Best Management Practice Handbooks were originally published in 1993, and last updated in 2003. This new update of the Construction Handbook reflects the current state of construction stormwater quality management practices and revised regulatory requirements that take effect in July. Overall, in addition to being written to complement the new permit, the information in the Construction Handbook has been reorganized and updated to reflect the very latest information. Hyperlinks have been provided throughout the Handbook / Portal and in the References and Resources section to direct users to additional information.
Over the next several of years, CASQA will be updating and converting its other three BMP Handbooks (Industrial and Commercial, Municipal, and New Development and Redevelopment) to the web portal format.
Note: The current State Construction General Permit (99-08 DWQ) remains in effect through the current wet season until July 1, 2010, when the new Construction General Permit (2009-0009 DWQ) takes immediate effect. | CASQA Strongly Supports SB 346 Monday, March 30, 2009CASQA strongly supports the passage of SB 346 and is encouraging its members to do so as well. SB 346 (Kehoe) requires that the use of copper in brake pads sold in California be reduced to no more than 5% by weight by 2021, and to no more than 0.5% by 2032. Starting in 2014, the bill also prohibits sale of brake pads containing lead, asbestos, and several other toxic substances. Copper or metals 303(d) listings or TMDLs affect many of the major urbanized watersheds in the state. For more than a year, CASQA has been providing technical assistance to the Brake Pad Partnership – a collaborative effort of brake manufacturers, environmentalists, stormwater quality management agencies, and water pollution regulators – as SB 346 has taken shape.
