Qualified SWPPP Developer (QSD)

and Practitioner (QSP)

Thank you for your interest in becoming a
Construction General Permit Qualified SWPPP Developer (QSD)
and/or Qualified SWPPP Practitioner (QSP).

STEP 1 - QSD/QSP Training Course

The first step in becoming a QSD and/or QSP is to take a training course offered by a qualified California CGP Trainer of Record (CGP-ToR).  Over 100 professionals have completed the rigorous screening, orientation, and testing to become a California CGP Trainer of Record.

To view the current list of qualified California CGP Trainers of Record and their contact information, please click here.  Each summer this list will be updated as additional California CGP Trainers of Record are qualified.  Also, a calendar is available below where you can locate training courses in your area of interest.

Once you have taken training, your Trainer of Record creates a profile account for you on the Office of Water Program's (OWP) website -- entering basic information about the training course, the Trainer of Record, and trainee.

STEP 2 - Register

After you complete the required QSD and/or QSP training course, you may register to take the QSD and/or QSP exam.

Go to the OWP Website and Register (create login) and pay $125.00 fee (good for 2 years), click here to get started.  This also provides you with access to your online profile account.

STEP 3 - Provide information on underlying certification / registration

The Construction General Permit requires an underlying certification or registration as a prerequisite to becoming a QSD or QSP.  You provide information on your other certification or registration (type and #) in your online profile account. For more information on the underlying certification or registration requirement, see the website for the State Water Resources Control Board's Storm Water Program (question #26), click here

STEP 4 - Take and pass exam(s)

There are two exams - QSP and QSD:

QSP - (maximum 2 hours allowed). To become a QSP, you must pass the timed 2-hour QSP exam with a score of better than 70%.

QSD - (additional 1 hour allowed). To become a QSD, you must take both exams and pass each exam with a score of better than 70%.

Upon Passing

Your QSP or QSD certificate will be e-mailed to the e-mail address you provided during registration. The certificate will be good for two years, after which you must renew your registration.

Your name, QSD or QSP certificate # and expiration date, and underlying registration / certification type and # will be posted for public reference.
