Who We Are

CASQA is a 501(c)(3) organization, dedicated to the advancement of stormwater quality management, science and education. With over 2,000 members, our membership is comprised of a diverse range of stormwater quality management organizations and individuals, including cities, counties, special districts, federal agencies, state agencies, ports, universities and school districts, wastewater agencies, water suppliers, industries, and consulting firms throughout the state. Collectively, CASQA represents over 26 million people in California.

What We Do

To achieve our mission and vision, CASQA leads a significant number of programs and initiatives focused on solutions such as maximizing stormwater capture, minimizing pollution through true source control, increasing funding for stormwater programs, and approaching stormwater as a resource (as opposed to a waste). We advocate to achieve these outcomes via regulatory and legislative processes. Education is core to everything, reflected in our training programs, outreach materials, and events.

Our work is based on the best available science and achieved by collaborating and working through partnerships with our members and other organizations. Example partnerships include the State of California (Governor’s Office, California Water Boards, Department of Pesticides Regulation, Department of Toxics Substances Control, Department of Water Resources, Ocean Protection Council, California Water Quality Monitoring Council), the California State Legislature (California State Senate, California State Assembly), federal agencies (EPA), membership associations (League of California Cities, California State Association of Counties, California Association of Sanitation Agencies, California Municipal Utilities Association), and research organizations (Southern California Coastal Watershed Research Project, San Francisco Estuary Institute, Office of Water Programs at Sacramento State).

The Position

We are looking to add 1-2 individuals to our growing team of leaders who are passionate about making an impact in stormwater and integrated water management. These individuals will join the team as a Program Manager, responsible for overseeing and managing certain programs and initiatives. The position is full time / exempt.

Under the direction of, and in collaboration with the Executive Director, Program Managers serve as the strategic lead in the development, implementation, and management of programs and initiatives that advance CASQA’s Strategic Plan and Vision for Sustainable Stormwater Management. They support CASQA’s various subcommittees, comprised of engaged volunteer leaders and CASQA members, and represent CASQA by working with partner organizations. Projects and initiatives vary and include (but are not limited to) the following areas:

  • Stormwater Capture and Use
  • True Source Control (e.g., pollution prevention at the source via programs like Our Water, Our World)
  • BMP Effectiveness / Program Effectiveness
  • Regulatory Initiatives
  • Legislation (California State Legislature)
  • Statewide Stormwater Permits (CGP, IGP, Phase II)
  • Public Engagement and Education (stormwater as a resource)
  • Funding for stormwater programs
  • Science, monitoring, and research
  • Education (training programs, events, educational materials)
  • Resources (BMP Handbooks)
  • Topic focus: bacteria, pesticides, trash / microplastics, biostimulatory substances, biointegrity, metals, climate change and community resilience

The Recruitment Process

This recruitment will remain open until the position(s) are filled. The process will consist of three parts, per the following anticipated timeline:

  • Applications: Due by January 20, 2023
  • Initial interviews (invited): Week of January 23rd
  • Final interviews (invited): Week of February 6th


  • Bachelor’s degree in business, public administration, engineering, biological or physical science, public policy, management, or a related field. An advanced degree would be seen as an added benefit.
  • At least five years of progressively responsible experience, preferably with a member organization, similar professional member associations, other non-profit or research organizations focused on water. 
  • Experience within the stormwater industry preferred. Experience in nonprofit organizations would be seen as an added benefit.
