A team comprised of LA Sanitation – City of Los Angeles; the Los Angeles Department of Water and Power; civil design and water quality fi rm CWE; and the nation’s largest urban conservation corps, the Los Angeles Conservation Corps, sought an effective plan to revitalize the aging Pacoima neighborhood. The goals were to protect public health and use precious stormwater runoff as a resource for replenishment rather than a waste product. The Laurel Canyon Boulevard Green Street Project results in lowered contaminant levels from runoff in the Los Angeles River, greatly improving aesthetics and capturing enough water and infiltrating it into underground aquifers to supply 80 single-family homes with enough water for a year.

Primary Speaker Biography: 

Wing Tam is the Assistant Division Manager for LA Sanitation-City of Los Angeles.  In this role, he is responsible for stormwater management and watershed protection programs, facilities, advance planning, and water quality compliance.  Wing directs the Green Stormwater Infrastructure Program that includes Rainwater Harvesting, Green Streets, and Clean Water Bond.  He has been a leader in the development of green infrastructure, urban runoff and stormwater management for over 25 years that led to the first integrated, multi-purpose green solutions designed to improve water quality, water supply, flooding, habitat, and open space creating healthier and sustainable communities.  His work has been recognized by USEPA, NACWA, WEF, CEWA, APWA, and other organizations for demonstrated leadership in use of Green Infrastructures and sustainability.  A Registered Professional Engineer, Wing holds Bachelor and Master of Science degrees in Civil Engineering with emphasis in Water Resources and Environmental Engineering.

Supporting Speakers Biographies: 

Vik has 26 years of experience managing multi-benefit stormwater feasibility and design projects.  He has managed numerous award-winning stormwater Best Management Practice (BMP) projects, including the City of Torrance Stormwater Basin and Treatment Wetlands Enhancement Design, City of Los Angeles Garvanza Park Rainwater Capture and Use, and Sun Valley Park Retrofit for Flood Protection and Groundwater Recharge, among many others.  Prior to forming CWE, Vik worked as the Los Angeles County Department of Public Works (LACDPW) Watershed Manager.  In 2015, he was recognized by the OCEC with an Outstanding Engineering Merit Award for his work to restore natural environments and enhance water quality in highly urbanized areas.  He was also recognized as an “Industry Icon” in Storm Water Solutions magazine.
