Identifying and eliminating non-stormwater discharges to the storm drain system is a key requirement of municipal stormwater permits and an effective BMP. Carrying this out, however, is a lot more complex requiring a combination of science, detective work, and, in some cases, enforcement. This workshop will cover the tools available to investigators and provide case examples of investigations, abatement actions, and the use of administrative, civil, and criminal remedies.
