CASQA Program Analyst Recruitment

The California Stormwater Quality Association (CASQA) is seeking a highly motivated and experienced professional to join our team as a Program Analyst. This pivotal role supports the organization’s efforts to advance sustainable stormwater management protective of California’s water resources, through collaboration, education, and advocacy.

The Position

Under the direction of Program Managers, and in collaboration with the Executive Director and Assistant Executive Director, the Program Analyst provides analytical, organizational, and programmatic support for initiatives that advance CASQA’s Strategic Plan and Vision for Sustainable Stormwater Management. Program Analysts assist with research, data analysis, work product development, and coordination across CASQA’s programs and topic areas, including CASQA’s professional training and qualification programs.

  • Stormwater Capture and Use
  • True Source Control (e.g., pollution prevention programs such as Our Water, Our World)
  • BMP and program effectiveness
  • Regulatory Initiatives
  • Legislation (California State Legislature)
  • Statewide stormwater permits (Construction, Industrial and Phase II General Permits)
  • Public Engagement and Education (e.g., Rain Ready California)
  • Funding for stormwater programs
  • Science, monitoring, and research
  • Education and training programs (e.g., qualification programs, events, educational materials)
  • Resources (BMP Handbooks)
  • Topics such as bacteria, pesticides, trash/microplastics, biostimulatory substances, biointegrity, metals, climate change, and community resilience

The Program Analyst conducts work that assists Program Managers and other CASQA staff, such as gather and synthesize data/information, conduct literature searches, prepare background materials, draft communications, assist with presentations and deliverables, track and report program progress, and prepare recommendations and materials that support decision-making. The role requires managing multiple tasks, meeting deadlines, and producing accurate, high-quality work products.

The position requires the ability to work independently while maintaining close coordination with Program Managers, CASQA members, and partner organizations. This is a fully remote position, though the individual must reside in California.

This individual is proactive and resourceful, with the ability to manage multiple assignments, adapt to shifting priorities, and meet deadlines while maintaining a high standard of accuracy and quality. They produce polished written and visual materials, including summaries, tables, presentations, and program documents that reflect CASQA’s commitment to excellence.

The ideal candidate is accountable, communicates clearly, listens and follows instructions well, checks for understanding, exercises sound judgment, and works effectively with CASQA staff, volunteer leaders, and partner organizations. They demonstrate curiosity and a desire to grow their technical and policy understanding of stormwater management. Work Product Development: Draft reports, summaries, graphics, program materials, and other deliverables under the direction of Program Managers.

Technical and Policy Awareness: Apply foundational knowledge of stormwater management principles, regulatory frameworks, and policy issues.

Collaboration: Work effectively and professionally with Program Managers, CASQA staff, volunteer leaders, and partner organizations.

Organizational Skills: Manage multiple assignments, prioritize effectively, and maintain accurate program documentation.

Producer: Generate reliable, accurate work products that uphold CASQA’s standard of excellence.

Qualifications

  • Bachelor’s degree in business, public administration, environmental science, engineering, biological or physical science, public policy, management, or a related field. Advanced degrees not required but viewed as a benefit.
  • With a Bachelor’s degree: One to three years of experience in program support, policy research, environmental management, or other analytical work; experience with member organizations or nonprofits is viewed as an asset though not required. Advanced degrees (Master’s or PhD) can fulfill experience requirements.
  • Experience or familiarity with stormwater, water quality, or environmental programs preferred, though not required.

Salary and Benefits

Annual salary of $80,000 – $110,000, dependent upon qualifications and experience, plus a benefits package that includes:
