The California Stormwater Quality Association (CASQA) is a professional member association dedicated to the advancement of stormwater quality management through collaboration, education, implementation guidance, regulatory review, and scientific assessment. CASQA has been a leader since 1989 when the field of stormwater management was in its infancy. CASQA's membership is comprised of a diverse range of stormwater quality management organizations and individuals, including cities, counties, special districts, industries, and consulting firms throughout the state. A large part of our mission is to assist California stormwater permittees in developing, implementing, and maintaining effective stormwater quality management programs, and draw upon the collective experiences of its individual members, to share successes and avoid the pitfalls.

Formed in 1989 as the California Stormwater Quality Task Force, the SWQTF was a quasi-governmental organization, which advised the State Water Resources Control Board on matters related to developing stormwater regulations. More specifically, it was intended to help California comply with the municipal and industrial National Pollutant Discharge Elimination System (NPDES) stormwater mandates of the federal Clean Water Act. The Task Force officially became CASQA in September 2002, when its formal 501(c)(3) non-profit organization status was approved.

CASQA Vision

In 2015, CASQA released its Vision and Strategic Actions for Managing Stormwater in the 21st Century. The purpose of the Vision and Strategic Actions is to address the primary issue for stormwater management: The lack of consensus on how best to meet the goals of the Clean Water Act for stormwater. CASQA developed the Vision and Strategic Actions for CASQA, its members and the public to pursue a comprehensive plan for stormwater that will achieve the goals of the Clean Water Act and improve the efficiency and effectiveness of stormwater management. 

In 2017, CASQA updated the Vision to version 1.1 based on developments in stormwater management in the three years since the original Vision was developed in 2014 and adopted in early 2015.
