Daniel Apt

Daniel Apt is President of Olaunu, a surface water quality company based in San Clemente, California. He has 21 years of experience in stormwater management and water quality and specializes in Low Impact Development, watershed planning, MS4permit assistance/program development, BMP planning and design for developments,and stormwater training. Mr. Apt received his Bachelors degree from the University ofCalifornia, Irvine and his Masters degree from the University of Miami. Mr. Apt serves as the Chair of the California Stormwater Quality Association Board of Directors, is Co-Developer of the California LID Web-portal, and is the consultant project manager for the Southern California Monitoring Coalition LID Evaluation and Analysis Network (SMC CLEAN).

Stephanie Reyna-Hiestand

Stephanie has nearly 16 years of experience in both Storm Water and Water Efficiency Management. She is currently a Water Resources Analyst II with the City of Tracy where she is a Certified Professional in Erosion and Sediment Control (CPESC), a Qualified Stormwater Pollution Prevention Plan Developer/Practitioner (QSD/P) and a Grade I Conservation Practitioner. Stephanie administers, develops, enforces and implements the water quality and efficiency programs for compliance with federal, state and local regulatory requirements within the City. She assisted in the development of the San Joaquin Valley Stormwater Quality Partnership (SJVSWQP) and is one of the leading members in this organization. Stephanie has been a member of CASQA since 1999 with her involvement in the Public Information Public Participation Subcommittee and shortly thereafter became the Website Chair. Stephanie previously worked for San Joaquin County Department of Public Works  in the Solid Waste and Flood Control Divisions.

Cathleen is part of the County of Santa Barbara’s Project Clean Water program, tasked with overseeing the County’s implementation of the NPDES Municipal General Permit. As a Civil Engineering Associate with the Public Works Department, Cathleen reviews new and redevelopment for approval under the post-construction requirements. Cathleen has been a part of the County’s Project Clean Water program since 1999, is involved with the CASQA Phase II Subcommittee, and works closely with the Santa Barbara County Association of MS4 Managers.

Brian Currier


Brian holds B.S. and M.S. degrees in Environmental Engineering from the University of California, Davis, and is a California-licensed Professional Engineer. Brian has been involved in stormwater research since 1997. He is currently a research engineer with the Office of Water Programs and occasionally teaches for the Department of Civil Engineering at California State University, Sacramento.

Delyn Ellison-Lloyd

Delyn graduated with a bachelor of science degree with an emphasis in biology from the University of Oregon. She worked for Sacramento County for 11 years, first in the Environmental Management Department as a hazardous materials specialist and then as an environmental compliance specialist in the County’s Business Environmental Resource Center. She returned to school and obtained her masters of science degree in civil engineering from California State University, Sacramento, and has worked as a senior engineer with the City of Roseville’s Stormwater Management Program for the past 14 years.

Sandy Mathews


Sandy Mathews manages Larry Walker Associates’ Berkeley office and serves as a Project Manager for LWA’s work in the stormwater field. Sandy has more than 25 years of experience in developing and implementing water quality and stormwater compliance programs. She has developed and successfully implemented industrial, construction,and municipal stormwater programs. Sandy specializes in assisting agencies create compliance approaches and tools that integrate multiple stakeholder interests. Recently, Sandy has been assisting Phase II communities in Regions 2 and 5 plan for compliance with the Trash Amendments, including identifying and mapping priority land uses, developing preliminary cost estimates and assessing the feasibility of implementing track 1, and assisting stormwater program coordinators communicate the trash compliance needs to directors and elected officials.

Dave Tamayo
