Panelist 1:
Russell Hansen, State Water Resources Control Board
Biography: Russell works as a Water Resource Control Engineer for the State Water Resources Control Board performing analysis for the stormwater program. In addition he has worked in the private sector internationally on a variety of technical projects. Russell has a BS in Civil Engineering from Chico State.
Panelist 2:
Julia Dyer, Central Coast Regional Water Quality Control Board
Biography: Julia Dyer has worked for the Central Coast Water Board for 17 years. She has been part of the storm water team since 2009. Julia loves travel. Several years ago she took several months off work and to live in France, renting an apartment in Paris and went to French language school.
Panelist 3:
Debra Mahnke, Central Valley Regional Water Quality Control Board
Biography: Debra Mahnke has worked as a Water Resource Control Engineer for 10 years at the Fresno Office of the Central Valley Regional Water Board in the Storm Water and 401 Certification unit. She has a Bachelor’s Degree in Civil Engineering from Fresno State University and a Bachelor’s Degree in Journalism from the University of Hawaii. Prior to working for the Water Board she was an English and Math teacher and was a farmer in Fresno County.
Panelist 4:
Richard Muhl, Central Valley Regional Water Quality Control Board
Biography: Rich Muhl is a Senior Environmental Scientist Specialist in the Enforcement and Compliance Section, Storm Water Unit at the Central Valley Regional Water Quality Control Board in Rancho Cordova. Rich has been working with construction, industrial, and municipal storm water management issues for over 19 years. Prior to joining the Regional Board 16 years ago, Rich worked as a consultant designing Storm Water Pollution Prevention Plans, implementing and monitoring BMPs, and closely working with developers, industrial facilities and municipalities on storm water and other water quality issues. Prior to working with storm water Rich was in the building materials and building industry for over 20 years. Rich has a BA in Management Systems and Personnel from Buena Vista College in Storm Lake Iowa and a MS in Environmental Management from National University in San Diego California.
Panelist 5:
Michelle Rembaum-Fox, San Francisco Bay Regional Water Quality Control Board
Biography: Michelle has been a storm water inspector at R2 for last 10 years. She is a QISP, CESSWI and QSP. Michelle enjoys open water swimming, hiking, and traveling.
Panelist 6:
Mona Dougherty, North Coast Regional Water Quality Control Board
Biography: Mona Dougherty is the supervisor of the NPDES wastewater and storm water unit at the North Coast Regional Water Quality Control Board in Santa Rosa. She has worked in storm water regulation for 12 years. She does not get out in the field much anymore, but can still appreciate a well installed BMP.
