Presentation Title: Good News on Balloted Funding Measures - 1
Matt Frary, Los Angeles County
Biography: Matt Frary has been serving the public for approximately 17 years. He leads the LA County Public Works staff efforts for support services related to integrated water resources planning, including implementation of the Safe Clean Water Program and the Flood Control District’s efforts related to Strategic Planning, Facilities Coordination, and Stormwater Planning Operations & Fund Management.

Presentation Title: Senate Bill 231 – Will it Save Us?
Jim Barse, City of Alameda
Biography: Jim Barse, M.S., CSM, is a Clean Water Program Specialist with the City of Alameda’s Public Works Department, working directly on municipal stormwater issues for 15+ years. Prior to joining the public agency ranks, he worked on environmental compliance and mitigation efforts in both the industrial and consulting sectors. He is a certified Bay Friendly Qualified Landscape Professional, and avid gardener and naturalist, originally from Washington, DC.

Presentation Title: National Perspective – We Are Not Alone - 1
Drew Kleis, City of San Diego
Biography: Drew Kleis is the Deputy Director of the City of San Diego’s Storm Water Division in the Transportation & Storm Water Department. In this position, Drew leads the City’s flood risk management and storm water quality compliance efforts. Drew received his B.A. in Environmental Studies and a master’s degree in City and Regional Planning and has over 19 years of experience in the storm water field.

Jerry Bradshaw, SCI Consulting Group
Biography: Jerry Bradshaw is the retired Public Works Director from the City of El Cerrito with over 25 years’ experience in public works management and funding. Since 2014 he has worked with SCI Consulting Group where his specialty is stormwater funding. As the project manager for over a dozen agency efforts for stormwater funding including opinion surveys, ballot measures and community engagement. He has also been a regional leader in green infrastructure funding. Mr. Bradshaw has spoken at several conferences and workshops, authored two white papers, and was the principle architect of the CASQA Funding Resource website.
