Speaker / Panelist 1:
Laurel Warddrip, State Water Resources Control Board
Biography: Laurel Warddrip is the Industrial and Construction Storm Water Unit Chief for the State Water Resources Control Board. Laurel has worked for the State Water Board since 2008 developing Storm Water Permits. She holds a B.S. in plant science from UC Santa Cruz and has completed American River College’s A.S. in Geographic Information Systems program.

Amy Kronson, State Water Resources Control Board
Biography: Amy has worked for the State water board since 2016 in the Industrial and Construction Stormwater permitting unit. Amy has experience in stormwater in California and New Mexico and is currently the Construction General Permit lead. She holds a Bachelor of Science in Environmental Science from Oregon State University.

Richard Muhl, Central Valley Regional Water Quality Control Board
Biography: Rich Muhl is a Senior Environmental Scientist in the Enforcement and Compliance Section, Storm Water Unit at the Central Valley Regional Water Quality Control Board in Rancho Cordova. Rich has been working with construction, industrial and municipal storm water management issues for over 22 years. Prior to joining the Regional Board 17 years ago, Rich worked as a consultant designing Storm Water Pollution Prevention Plans, implementing and monitoring BMPs, and closely working with developers, industrial facilities and municipalities on storm water and other water quality issues. Prior to working with storm water Rich was in the building materials and building industry for over 20 years. Rich has a BA in Management Systems and Personnel from Buena Vista College in Storm Lake Iowa and a MS in Environmental Management from National University in San Diego California.

Keith Elliott, Santa Ana Regional Water Quality Control Board
Biography: Keith L. Elliott is a Water Resource Control Engineer in the Inland Storm Water Unit at the California Regional Water Quality Control Board, Santa Ana Region.  He graduated with a BS in Chemical and Petroleum Refining Engineering from the Colorado School of Mines and his CA PE registration is in Civil Engineering. His experience includes 36 years in the environmental field (almost 30 years with the Regional Water Quality Control Boards). For the past 17 years he has assisted numerous dischargers complying with the construction and industrial general permits.
