Panelist 1:
Russell Hansen, State Water Resources Control Board
Biography: Russell works as a Water Resource Control Engineer for the State Water Resources Control Board performing analysis for the stormwater program. In addition he has worked in the private sector internationally on a variety of technical projects. Russell has a BS in Civil Engineering from Chico State.
Panelist 2:
Walter Yu, California Department of Transportation
Biography: Walter Yu has over 10 years of experience with Caltrans, including 8 years with District 4 (SF Bay Area), Division of Construction, and currently with Headquarters Division of Environmental Analysis, Office of Stormwater Program Implementation as a Senior Transportation Engineer. He is a graduate of UC Berkeley with a Bachelor of Science in Civil Engineering, earned Post-Baccalaureate Certificates in Database & IT Management from UC Berkeley Extension in 2012, and is currently pursuing a Master of Liberal Arts in Software Engineering from Harvard Extension School.
Panelist 3:
Sandy Mathews, Larry Walker Associates
Biography: Sandy Mathews manages Larry Walker Associates’ Berkeley office and serves as a Project Manager for LWA’s work in the stormwater field. Sandy has more than 25 years of experience in developing and implementing water quality and stormwater compliance programs. She has developed and successfully implemented industrial, construction, and municipal stormwater programs. Sandy assists public agencies implement construction stormwater programs and led the effort to update CASQA’s Construction BMP handbook in 2009 and updates through 2012. Working with CASQA and the State Water Board in 2009, Sandy led the team that developed the curricula for the QSD/QSP training program. Sandy is a Certified Professional in Erosion and Sediment Control and a Qualified SWPPP Developer and Practitioner, and a CGP Trainer of Record.
Panelist 4:
Tanya Bilezikjian, Michael Baker International
Biography: Tanya Bilezikjian has 16 years’ experience working in the water quality field. She began her career at the Regional Water Quality Control Board, and has worked with Michael Baker for the past 12 years. She is a registered civil engineer, as well as a CGP TOR, QSD/P, and QISP. She specializes in construction and industrial stormwater management and program development for the utility and transportation industries, as well as NPDES permitting and implementation under general and individual permits.
Panelist 5:
Jeff Endicott, CASC Engineering and Consulting, Inc.
Biography: Jeffrey Endicott, PE, has extensive environmental and civil engineering experience through consulting to the public sector. He is widely recognized as an expert on water quality management planning for new development and redevelopment. He has taught courses attended by over 2,000 municipal staff, consultants, and other interested parties. He has presented at seminars by the Association of Environmental Planners, ASCE, Building Industry Association, Regional Water Quality Control Boards, and Lorman Educational Services. Mr. Endicott has presented at StormCon and CASQA conferences. Mr. Endicott helped develop standard-setting guidance for stormwater quality management, including guidance on treatment control best management practices.
