Richard Muhl, Central Valley Regional Water Quality Control Board
Biography: Rich Muhl is a Senior Environmental Scientist Specialist in the Enforcement and Compliance Section, Storm Water Unit at the Central Valley Regional Water Quality Control Board in Rancho Cordova. Rich has been working with construction, industrial and municipal storm water management issues for over 19 years. Prior to joining the Regional Board 16 years ago, Rich worked as a consultant designing Storm Water Pollution Prevention Plans, implementing and monitoring BMPs, and closely working with developers, industrial facilities and municipalities on storm water and other water quality issues. Prior to working with storm water Rich was in the building materials and building industry for over 20 years. Rich has a BA in Management Systems and Personnel from Buena Vista College in Storm Lake Iowa and a MS in Environmental Management from National University in San Diego California.

Russell Foster, J.F. Shea Co., Inc.
Biography: Mr. Foster has over 20 years’ experience in Environmental Compliance and for the last four years has been the Director, Environmental Compliance for J.F. Shea Co., Inc. which includes Shea Homes, Shea Properties and JF Shea Construction which currently have operations in 18 different states and over 50 active projects in California. Russell started his career many years ago as a laborer installing BMPs back when hay bales were a best practice and eventually owned a BMP installation and maintenance company which he sold when he began doing environmental consulting work including the writing of storm water plans and conducting site inspections.
