CASQA is a nonprofit organization that advances sustainable stormwater management protective of California water resources. With well over 2,000 members, our membership is comprised of a diverse range of stormwater quality management organizations and individuals, including cities, counties, special districts, federal agencies, state agencies, ports, universities and school districts, wastewater agencies, water suppliers, industries, and consulting firms. Through our members, CASQA represents over 34 million people in California.

Membership Categories and Dues
CASQA’s membership structure is designed to promote equity, clarity, and appropriate access to benefits across a diverse stormwater community. Membership categories reflect the different ways organizations and individuals engage with CASQA and support our mission, with dues and benefits aligned to ensure fair participation and consistent value for all members. Regular Membership
For organizations subject to a National Pollutant Discharge Elimination System (NPDES) stormwater permit. Categories include individual MS4s; areawide MS4s; educational institutions; transportation entities, airports, and ports; utilities (water districts, wastewater, and power); and other permittees.

Affiliate Membership
For organizations and individuals NOT subject to an NPDES stormwater permit. Categories include individuals; corporate affiliates; nonprofit affiliates; association affiliates.

Student Membership
For individuals who are (1) currently enrolled full-time in an undergraduate, master’s, or PhD degree program, or (2) within two years of graduation from an undergraduate, master’s, or PhD degree program.

Regular Memberships
Available to organizations that are subject to or hold a National Pollutant Discharge Elimination System (NPDES) stormwater permit.
Regular – Areawide MS4
Areawide MS4 members are two or more permittees that are subject to a municipal NPDES stormwater permit.

Individual MS4s are an individual municipality that is a named traditional permittee in a Phase I or Phase II NPDES stormwater permit.

Water districts, wastewater agencies, and power suppliers that are subject to an NPDES stormwater permit.

Legal entity subject to the Construction General NPDES Permit, the Industrial General NPDES Permit, and/or the Phase II Small MS4 Permit AND not already identified in another membership category.

Affiliate Memberships
Available to organizations, legal entities, or individuals that do not hold or are subject to an NPDES stormwater permit.
Affiliate – Corporate
All corporations that are not subject to an NPDES stormwater permit (excluding nonprofits and associations). Membership is tiered by the gross revenue of the corporation in California.

An individual joining as an individual. This category is limited to one individual per organization not subject to an NPDES stormwater permit.

Affiliate – Non-Profit/Association
Non-profits are all 501(c)(3) organizations (excluding membership associations). For membership associations, membership is limited to employees of the association and is not transferable to the organizations or individuals who are part of the association.
