Stormwater Resource Plans – Guidelines (Nov 2016)

The CASQA Program Effectiveness Assessment (PEA) subcommittee held a webinar for municipalities, agencies, and consultants that have prepared or are preparing Stormwater Resource Plans to discuss approaches to project integrated analysis and prioritization as it relates to quantitative metrics. As these metrics will be used to assess project prioritization and eventually project effectiveness, the approaches to determining these metrics that include annual pollutant load reduction and annual stormwater capture and beneficial use, are key to assessing projects for funding as well as achieved benefits following implementation.

Lessons Learned from Program Effectiveness Assessment Development and Implementation (Nov 2016)

The Phase I and Phase II stormwater permits require the municipalities to develop an effectiveness assessment approach and/or assess the effectiveness of their programs as a part of their annual reporting. To assist the municipal stormwater programs with this effort, CASQA held a webinar to highlight four (4) stormwater programs who have developed approaches and/or tools to help them evaluate the effectiveness of their programs. The webinar featured the following:

  • Central Coast – Santa Barbara County and City of Paso Robles (Phase II)
  • University of California, Davis (Phase II – Non-traditional)
  • County of Orange (Phase I)
  • Phase I Community

An Introduction to Strategically Planning and Assessing Stormwater Programs (June 2015)

CASQA explains Section 3.0 of the Municipal Stormwater Program Effectiveness Assessment Guidance document, which provides a comprehensive planning approach to help managers strategically target their programs toward meaningful outcomes, and to identify useful measures for tracking and evaluating progress and success.
