About the Construction BMP Handbook
The Construction BMP Handbook provides practical and industry leading resources to support implementation of the Construction General Permit (CGP) issued by the State Water Resources Control Board. The handbook includes Stormwater Pollution Prevention Plan (SWPPP) templates for traditional projects and linear underground projects (LUP), BMP Fact Sheets for erosion and sediment control, non-stormwater management and material management, and guidance on selection of slope stabilization techniques. Purchasing or renewing a subscription assures that you have access to the latest version of the handbook, including updates and new resources as they become available.
NEW FOR 2023
With one subscription, subscribers receive access to two versions of the Construction BMP Handbook (2023 and 2019) to support projects subject to the 2022 CGP and the 2009 CGP.
2023 Construction BMP Handbook
All construction projects initiated after September 1, 2023 will require coverage under the 2022 CGP. This handbook supports implementation of the 2022 CGP.
2019 Construction BMP Handbook
All construction projects with the Waste Discharge ID (WDID) numbers issued before September 1, 2023 may continue construction activities under the 2009 CGP (with some exceptions that require compliance with the 2022 CGP – see the FAQ list for more details). This handbook supports implementation of the 2009 CGP. It will be available to support these projects until August 31, 2025 (when the 2009 CGP will cease to be applicable to all construction activities).

Subscriber Status
Please log in to check if you have access to any of the BMP Handbook subscriptions.
- Subscriptions are for one year and renewals are paid annually.
- Subscriptions are available for individuals (CASQA members and non-members) as well as for a group (i.e., one organization) (CASQA members only).
- Purchasing a BMP handbook subscription does not include CASQA membership.
- CASQA membership does not include BMP Handbook subscriptions, however CASQA members receive a substantial discount on BMP handbook subscriptions and renewals. Learn more about becoming a CASQA member to take advantage of discounted rates.
- CASQA members must log in to receive the member discount on their subscription purchase.
- You can create a pre-purchase invoice if you need one for your internal purposes. Credit card is our only payment option. Check payments are accepted only by special request and CASQA pre-approval.

Renew a Subscription
To renew an active subscription or repurchase an expired subscription, the Subscription Contact should go to My Account > Orders and select the Renew or Repurchase link. To receive the renewal discount, the subscription must be renewed before it expires.

Your subscription allows you access to both versions of the Construction BMP Handbook (2023 and 2019), including all SWPPP templates, field logs, and BMP Fact Sheets:
If you are not a subscriber, purchase a subscription.
If your subscription has expired, the Subscription Contact should log in to their CASQA account, go to My Account > Orders and select the Repurchase link.
Group (one organization) BMP Handbook subscriptions have a designated Subscription Contact (purchaser) who can share the subscription with others in their organization. Adding subscribers is the responsibility of the Subscription Contact and is a one time step unless someone leaves or joins the organization. All you need are their email addresses.
Instructions to Add Subscribers
- Subscription Contact: Log in and go to My Account > Manage BMP Subscribers.
- If you have more than one BMP Handbook subscription, first choose which handbook from the dropdown choices that you would like to manage.
- Add the email addresses of the people with whom you would like to share your group BMP Handbook subscription.
- Click the green ‘ADD’ button.
- We’ll send an email notification to your newly added subscriber.
- If they have an existing account with that email address on the CASQA website, they will be ‘active’ right away.
- If they don’t have an existing account with that email address, they will remain as a ‘pending’ subscriber until they follow through on the instructions in the notification email (be sure they check their junk / spam folders for an email from casqa@casqa.org).
- ‘Active’ subscribers will have access to the BMP Handbook whenever they are logged in to their own CASQA account.
- Revisit the Manage BMP Subscribers tab any time to resend the notification if necessary, or to add more email addresses.
A significant discount is given if the subscription is renewed before it expires.
Subscription expiration alert emails are sent to the Subscription Contact (purchaser) at 90, 60, 30, and 3 days before the expiration date.
- If not renewed by the day before the expiration date access to the BMP Handbook subscription will be denied, as well as for others who are part of a group subscription.
- Additionally, you must renew before the subscription expires to receive the renewal discount.
Log in and go My Account > Orders tab:
- If Renewing: There is no penalty for early renewal. Upon renewal, 12 months will be added to the original expiration date. You will receive the renewal discount in the shopping cart process.
- If Repurchasing: As the subscription has expired you will not receive the renewal discount.

To change the level of your subscription (e.g. Small Group to Medium Group) you must pay the initial rate for the new subscription level and then will receive the renewal rate each year thereafter, if renewed before the subscription expires.
There are two options to purchase the new subscription level:
- Let your existing subscription expire, then purchase a new subscription at the new level OR
- Contact us if you wish to change the level before the existing one expires. Note: We don’t issue partial refunds for unused subscription time.
