2022 CGP Reissuance Review
With the adoption of the 2022 Construction General Permit (CGP), new requirements are set to become effective on September 1, 2023. To provide training on key components of the new requirements, Qualified SWPPP Developers (QSDs) and Qualified SWPPP Practitioners (QSPs) are required to complete the 2022 CGP Reissuance Review (Reissuance Review).
The Reissuance Review includes nearly four hours of video modules and corresponding quizzes. The Office of Water Programs (OWP) QSD and QSP Public Lookup Tool will identify QSDs/QSPs that have completed the Reissuance Review as “2022 CGP Trained.”
Timeline for Completing the Reissuance Review
- Existing QSDs/QSPs (certified through CASQA): To encourage QSDs/QSPs to have the most current knowledge related to the 2022 CGP, it is recommended that you complete the 2022 CGP Reissuance Review as soon as possible. However, you must complete the review process in order to obtain or renew your QSD or QSP certification.
- Self-Certifying QSDs: Must be completed by September 1, 2024.
- Candidate QSDs/QSPs: Must be completed to obtain certification.

Accessing the Reissuance Review

- General public education only : Access the Reissuance Review modules in the Reissuance Module Recordings section of this page. Please note that accessing the modules on CASQA’s website does not provide a QSD or QSP with the ability to complete the required quizzes or receive applicable credit. This approach is purely for general public education.

Module Group 1
Modules include general and administration changes, programmatic permitting, post-construction submittals, and Notice of Termination changes.
Module Group 2
Modules include revised QSD and QSP responsibilities and QSP delegate training.
Module Group 3
Modules include qualifying precipitation events, visual and sampling requirements, and turbidity and pH sampling.
Module Group 4
Modules include dewatering activities, passive treatment technologies, active treatment sampling, and demolition activities.
