2022 CGP Reissuance Review

1. Successfully complete the QSD or QSP State Approved Training Class (in-person or virtual).
2. Create an OWP account and log in.
   1. NOTE: Your certification account will be on the Office of Water Programs website, not the CASQA website. The accounts are not the same.
3. Navigate to the “CGP QSD and QSP” tab.
4. Navigate to the blue “Exam” box and select.
5. Follow the steps listed in the new tab.
   • Step 1 – Specify your underlying certificate.
   • Step 2 – Specify your training details.
   • Step 3 – Access CGP Review Issues 1 through 5 and complete a review of each document.
   • Step 4 – Pay your registration fee for either the QSD or QSP depending on which exams you will be taking.
   • Step 5 – Take the 2009 QSP Permit exam. If applicable, also take the 2009 QSD Permit exam. Results will be emailed to the candidate.
   • Step 6 – Access the 2022 CGP Reissuance Review. Watch each of the five modules and pass the corresponding quizzes. Passing rates will be displayed on the screen as you complete the quizzes.
6. Completion of the final quiz will allow the “Submit all and finish” button to be selected to complete the 2022 Reissuance Review process. [Note: Successful completion of quizzes is required to complete the process.]
7. Successful passing of all quizzes, coupled with an underlying qualifying certification and successful passing of the Permit exam, will result in the individual being issued the QSD or QSP certificate, as applicable.
8. The new QSD or QSP will be visible in OWP’s Public Lookup tool with a ‘Yes’ in the column “CGP 2022 Trained.” Additionally, QSDs will be provided with a ‘Yes’ in the 2022 CGP Trained column of the SMARTS QSD Search Screen.

The following process will be available in August 2023:

1. Log in to SMARTS.
2. Navigate to the “Construction General Permit” tab.
3. Navigate to “CBPELSG – QSD” tab.
4. Access the 2022 CGP Reissuance Review.
5. Watch each of the five modules.
6. Certify that the 2022 CGP Reissuance Review modules were accessed and completed.
7. Certify that the information is true, accurate and complete.
8. Select “Submit.”
9. The QSD will be provided with a ‘Yes’ in the 2022 CGP Trained column of the SMARTS QSD Search Screen.

CASQA, in conjunction with the Construction General Permit Training Team (CGPTT), developed the 2022 CGP Reissuance Review as training materials for QSD/QSPs. The CGPTT is a collaborative group of stormwater professionals and trainers who advise CASQA and the Water Boards on the development of the statewide construction training program to meet the requirements of the Construction General Permit.

Yes. After reviewing each training module, existing QSD/QSPs are required to pass a related quiz demonstrating an understanding of the 2022 CGP requirements. When you have completed the Reissuance Review process, a “yes” will be provided in the 2022 CGP Trained column of the Office of Water Programs (OWP) QSD/QSP public look-up tool to show that you have satisfied the 2022 CGP training requirement. Additionally, in August 2023, the SMARTS QSD Search Screen will also indicate completion with a “Yes” in the 2022 CGG Trained column.

Per Order Section V.G.1.b of the 2022 CGP, self-certified QSDs must complete a self-directed training and recertification process by September 1, 2024. The State Water Board is requiring self-certified QSDs to watch the 2022 CGP Reissuance Review in SMARTS to fulfill the self-directed training requirement without the need to complete the associated quizzes. Upon conclusion, the SMARTS QSD Search Screen will indicate completion with a “Yes” in the 2022 CGG Trained column.

You may access the 2022 CGP Reissuance Review at any time through CASQA as an educational resource. However, to receive your QSD or QSP certificate, you must watch the modules and pass the quizzes in your OWP account (in addition to all other qualification requirements).

It is recommended that existing QSDs/QSPs complete the 2022 CGP Reissuance Review as soon as possible. The modules will remain available as resource materials once the 2022 CGP Reissuance Review has been completed and the quizzes successfully passed. All existing QSD/QSPs must complete the 2022 CGP Reissuance Review before renewing their certification.

The 2022 CGP Reissuance Review provides training to QSD/QSPs on the 2022 CGP requirements. Completing the 2022 CGP Reissuance Review is required to renew or obtain your QSD/QSP certification.

To encourage QSDs/QSPs to have the most current knowledge related to the 2022 CGP, it is recommended that you complete the 2022 CGP Reissuance Review as soon as possible. However, you must complete the review process in order to obtain or renew your QSD or QSP certification.

• An existing QSD/QSPs qualified through CASQA’s program may access the 2022 CGP Reissuance Review through their OWP account. If you have difficulty accessing your account, call the OWP help desk at (916) 278-6142.

(Note: Accessing the modules outside your OWP Account will NOT provide credit for completing the 2022 CGP Reissuance Review. You must access the 2022 CGP Reissuance Review when logged into your OWP account.)

No. Each 2022 CGP Reissuance Review module is followed by a separate quiz that must be successfully passed before accessing the next module. It is not required that all modules be completed in one sitting. You may complete one or more modules, exit the review, and return at a later time to complete the remaining modules.

No, the current in-person/online Trainer of Record curriculum does not include the 2022 CGP Permit requirements or the 2022 CGP Reissuance Review. Candidate QSDs/QSPs will attend the 2009 CGP training and then complete the 2022 CGP Reissuance Review while logged in to their OWP account. CASQA and the CGPTT are actively working to develop an update to the Trainer of Record curriculum, anticipated to be released in late 2023.

The 2022 CGP includes a two-year transition period. Therefore, all QSDs/QSPs need to understand the requirements of the 2009 CGP and the 2022 CGP.
